  Highland Schools will have a 4.7 mill Substitute Levy on the May 4 ballot.  

  • A Substitute Levy is NOT A NEW TAX. Instead, it is a “substitute” for the current 5.1 mill, 10-year emergency levy, set to expire on December 31, 2021 -- and would continue with the same initial revenue collection. This is an important issue.
  • This 4.7 mill substitute levy will not cost any additional money. In fact, with the substitute levy, homeowners will pay less than they do with the current levy.
  • Unlike the expiring levy, this will allow the district to receive additional revenue when there is new home and/or business construction in the district.

  The issue is an absolute necessity.  

  • It provides for basic operating needs such as teachers, classroom materials, utilities and support services that educate all children.
  • The funds are a significant portion of our local revenue and the district’s operating budget.
  • It allows the district to maintain financial stability and avoid devastating cuts.

  It is an investment in your child’s future.  

  • It initially generates $4.6 million.
  • The passage of this levy is critical to the district’s daily operation.
  • The levy will remain in effect on a continuous basis and allow the district to maintain current programs and services for all students.

As student enrollment numbers continue to grow, our district has maintained a high student/administrator ratio, resulting in low administrative costs:  210:1 (Highland) vs. 156:1 (Similar Districts)
